The quota-chaining wrapper is the weakest possible framing of that asset, because it optimizes for users whose defining trait is refusing to spend $20 a month, and because automating free-tier abuse patterns puts the tool on a collision course with provider rate-limiting. Build the state file as an open format with a modest desktop editor and the rotation as an optional plugin, and you have something useful to every developer instead of a workaround for a niche that cannot fund it.
